贯彻落实党内监督条例加强党内监督问题研究

　一、当前前党内权力监督制约机制存在在的薄弱环节

　一是监督机机制疲软。缺乏纵向统一领导导和横向监督体系的有机配合合，难于对领导机关和领导干干部实行全面监督。而党内监监督机制应具有的相对独立性性与实际隶属关系上非独立性性的矛盾。在这种情况下作为为监督主体之一的专职机关———纪委，如果没有上一级纪纪检机关过问，就难于进行监监督活动，使一部分党员干部部在事实上游离于党的监督之之外。二是监督机制缺乏横向向协同，各部门各自为战，有有时几家都要管，有时互相推推诿都不愿管，以致造成监督督力量之间相互脱节，相互削削弱。组织、宣传、纪检等部部门虽然都有教育遵章守纪、、增强党性的义务，但它们之之间有机配合也不够。三是监监督功能被处罚功能所替代。。现实的监督主要是对党员违违纪行为的事后查处上，而没没有放在事中和事前的监督上上，把党内监督当成单一的处处罚功能，这种监督机制实质质上是一种消极被动的监督机机制，即使制定再多的法规、、设置再多的机构、扩充再多多的人员，党内监督机制的整整体效能也难以发挥。四是党党内民主监督还不完善，党员员行使民主权利常常流于形式式。依照党章，党员有权对党党组织的工作提出建议或意见见，批评党的任何组织和党员员。但在实际生活中，由于缺缺乏切实的途径和保障，党员员的这些权利往往只停留在党党章条文上。五是专职监督机机关本身存在畏难情绪。由于于监督的相对独立性、权威性性和强制性功能没有全部实现现，监督者顾虑重重，上怕得得罪领导，下怕得罪群众，埋埋怨情绪、畏难情绪在相当一一部分专职监督人员中流露，，削弱了党内监督的作用。

　二、主要对策及措施

　（一一）加强和完善党内监督机制制

　（二）遵循党内监督的基本原原则

　遵循党内监督的基本原原则，是强化党内监督机制的的重要前提。党内监督的实质质就是对党内消极因素的抑制制和违法违纪行为的强制，其其核心则是对权力的运行进行行督察和制约，以保证权力的的正确行使。完善党内有效的的权力约束机制，真正做到以以党纪约束权力，必须遵循以以下原则：

　1、确保监督督主体的相对独立性，实现党党内监督权威化。监督应该成成为一个相对独立的体系，党党组织这个大系统中如果缺乏乏相对独立的监督制约系统，，就不能有效地防止各种不良良倾向和腐败现象。在现行党党内监督体制之下，地方各级级党委应当根据本地具体情况况，制订出让党内监督机关独独立执行监督任务，不受非法法干扰的若干措施，以强化纪纪检机关的职能，实现党内监监督权威化。

　3、发扬党内民主，确保党员员的民主权利。党内民主，是是党内权力约束得以实现的基基础，没有广泛的党内民主，，便没有健全的党内有效的权权力约束机制。发扬党内民主主，便可充分发挥广大党员作作为主体参与监督的积极性。。而发扬党内民主，实现有效效监督的原则是：一要坚持党党内监督地位人人平等，每个个党员和干部既有监督他人的的权利，又有被监督的义务。。二要切实保障党员的民主监监督权利，使党员群众敢讲真真话，敢于批评，不怕打击报报复。三要保证党员监督渠道道畅通，建立上下监督的互补补机制，拓宽党员检举、揭发发、申诉、控告、上访等监督督渠道。

　4、处理好党内内监督各层次的关系，发挥党党内监督的整体效能。党内监监督具有广泛的群众性和很强强的专业性，对象主要是领导导机关和领导干部，这种特点点决定了监督机制既是多层次次的，也是多方位的，纵横制制约，前后制约的机制；同时时还应当是自上而下，自下而而上相结合，组织群体与党员员个体相结合，超前监督与事事中事后监督相结合，监督主主体与客体相结合，党内与党党外相结合的机制。处理好这这些层次之间的相互关系，是是发挥党内监督整体效能的可可靠基础。

　强化监督主体，是是完善党内监督机制的先决条条件。党内监督是一个系统工工程，监督主体作为党内监督督的监督者，是一种处于统治治、支配地位的力量，直接影影响与制约着党内监督体系的的结构和效能。应通过强化党党内监督主体，实现权力制约约机制的现代化，来保证国家家行政权力的廉洁运行。

　党内明明确党内监督的客体，是健全全党内监督机制的根本保证。。监督的客体，是指党内监督督的对象。党内监督对象是全全方位的，一切党组织和党员员都必须受到监督，但是从总总体上看，权力越大的，领导导职务越高的，越需要受到监监督，越是重点。对待监督客客体，必须严格执行人人平等等的原则，领导干部无论职位位高低，都必须严格遵循干部部制约制度，无条件地接受党党内的各种监督以及来自党外外的监督，不允许有任何超越越监督和不受制度约束的特殊殊党员、特殊干部。根据党章章对全党的四项基本要求，党党员必须履行的义务和党员干干部必须具备的各项基本条件件以及《准则》提出的各项要要求。鉴于现实生活中存在的的种种问题，笔者认为，目前前在监督客体上必须做好以下下几个方面的工作：
