　石油制造企业党建和思想政治工作汇报

　2010年，我厂面对石油装备行业企稳攀升的基础还不稳固，国际重要油气装备市场需求依然低迷，国内市场竞争白热化，订单获取难度越来越大等不利因素，企业生产经营、社区和谐建设面临巨大挑战，任务重、困难多、压力大，厂党委坚持以科学发展观和党的十七届四中全会精神为指导，全面贯彻落实集团公司党组和局党委的工作部署，紧密结合企业生产经营和员工队伍实际，通过开展系列形势任务教育活动，着力在聚心聚力，提升形象上下真功，求实效，为企业“保增长、促转变”，以及社区和谐稳定提供了有力的思想保证、智力支撑和精神动力。党建思想政治工作重点做了以下几个方面的工作：

　　一、扎实抓好理论学习。把创建学习型党组织与创建学习型企业结合起来做，围绕我们“正在做和即将做的事”，以党组织的学习带动全厂、社区的学习，以党员干部的学习带动职工群众的学习。主要抓好“一个服务两个推进”。一个服务是，积极为厂党委中心组学习搞好服务。做到“四个精心”，即，精心制定学习计划、精心提供学习资料、精心撰写学习提示、精心选择学习主题。先后播放《向王永庆学管理》等9部电教片，举行专题讲座7场次。两个推进是，一是推进中基层领导干部学习。购回《责任比黄金更重要》等学习书籍近1000本，发放到全厂副科级以上干部手中；举办建设学习型党组织座谈会；邀请国内外著名专家、知名学者，来厂为中基层领导干部和相关岗位人员举办“企业项目管理”、“企业精益管理”、“做领导与做下属的智慧”、“企业保密安全”等专题讲座20多场次；严格考核制度，把中基层领导干部的政治理论学习列为“党支部工作达标升级赛”检查考核的重要内容。二是推进党员、团员和职工群众学习。倡导“工作学习化、学习工作化”理念，通过开办“周末课堂”、“网络党校”、“电子学习平台”，举行“团旗引路，书海泛舟”青年读书活动等，组织党员、团员和职工群众学业务知识、岗位技能，引导大家自学成才、岗位成才，不断增强学习能力、创新能力和创业能力。

　　二、不断加强形势任务教育。一是坚持一月一主题，常抓不懈。年初，以“回顾与展望”为主题，在全厂组织开展 “2009年度全厂十五件大事评选”活动，展示工厂两个文明建设成果，达到了鼓舞士气，凝聚人心的目的；围绕集团公司工作部署、油田“四会”和厂职代会精神，以“转观念、增信心、树正气、比贡献”为主题，在《石油某某报》、文化长廊开辟了“群策群力谋发展、众志成城谱新篇”专栏，向职工群众讲明面临的机遇与挑战、讲透存在的差距与不足、讲细确定的目标与措施，切实把全体职工的思想统一到全年目标任务上来。同时，以“树良好形象、促和谐发展”为主题，制作了大型廉政教育专题橱窗，组织领导干部和重点岗位人员观看“廉政中国”大型电视专题片《永不凋零的巴山红叶》，撰写心得体会，增强勤政为民的廉洁意识。5、6月，组织开展先进典型宣传月活动，在《石油某某报》、文化长廊开辟“劳动是美丽的”、“履职尽责创先进立足岗位争优秀”专栏，对全厂生产经营、科技创新、企业管理等各行业中的60多位各类先进典型进行集中宣传，营造出了学先进、赶先进、当先进的浓厚氛围。二是不断创新形式，增强吸引力、感染力。一方面，构建覆盖广、力度强的宣传阵地网络，发挥好传统阵地的基础性作用。建好文化长廊和宣传橱窗、办好《石油某某报》和广播电视节目、不定期编印宣传资料、制作宣传光盘等，定期为职工群众提供丰富的“精神文化大餐”。同时，开发利用互联网、手机短信、互动论坛等新型传播形式，创办了“网络党校”和“网上学习园地”、设立了“信息平台电子宣传栏”等，拓宽了形势任务教育工作空间，开辟了教育阵地新渠道、新领域。另一方面，不断创新活动形式和教育手段，努力使教育工作更好地体现时代特点，寓教于乐，为职工群众喜闻乐见。在职工群众中组织开展好“标准立企、质量创优”、争创“工人先锋号”、“四比四看擂台赛”等技能提档竞赛活动；在机关科室、技术部门中，大力开展“履职尽责做表率，服务基层促发展”活动，转变机关工作作风活动，在团员青年中组织开展好争当“青年岗位能手”、争创“青年安全生产示范岗”和百日科研竞赛等活动；在女职工中组织开展好“学习进家庭、建功在企业”活动；激励职工群众“人人见红旗就扛，个个亮剑争第一”，激发员工创争热情，上半年，共主办形势任务教育专访节目3期；编印下发宣讲资料1000多份，组织召开各种动员会、宣讲会100多场次，保证了形势任务教育月月不断线、月月有新意。通过一系列扎实有效的形势任务教育活动，增强了职工群众对企业未来发展的信心，激发了大家爱岗敬业、苦干快上的工作热情，促进了企业管理水平和工作质量的提高。上半年，全厂职工共提合理化建议257条；攻克技术难关76个；刷新和创造岗位生产纪录64项，内部挖潜1000万元。工厂连续七年通过了HSE管理体系认证。

　　三、认真抓好三项主题活动。为贯彻落实局党委、管理局关于开展“比学赶帮超”、“投资成本大讨论”和“油田是我家”主题实践活动工作部署，我厂结合工作实际，在全厂组织开展“爱某某、强责任、做贡献”、“比学赶帮超”暨“质量与标准化年”主题实践活动。为营造主题实践活动良好氛围，我们充分利用广播电视、报刊网络、文化长廊等宣传阵地，通过召开干部会、党员会、骨干会和职工大会，以及举办主题征文、专题讨论、演讲比赛等形式，宣传集团公司、管理局的有关指示精神；宣传开展主题实践活动的目的意义；宣传“爱某某、强责任、做贡献”、“比学赶帮超”、“质量与标准化年”活动的内容要求；宣传企业工作部署及新措施、新方法、新成效；宣传全厂面上活动动态及各单位在主题实践活动中形成的好经验、好做法；宣传各级领导干部和职工群众通过“比学赶帮超”，在工作作风和精神状态等方面出现的新变化。我们还专门购回电视连续剧《奠基者》和《亮剑》光碟，在厂闭路电视上播放，列出“如何用大庆精神和铁人精神激励自己干好本职工作”等20道专题，组织职工座谈讨论，谈观后心得；为营造“企业是我家”的浓厚氛围，组织青年职工参加“油田发展与青年责任”选拔赛，引导青年职工自觉关心企业、发展企业，主动承担责任，在企业和谐稳定发展中贡献青春力量。在《石油某某报》上开辟“我做事，我负责”征文专栏，营造出了“齐心促发展，同心创和谐”的浓厚氛围。同时，我们还注重宣扬个人典型，已推出乐于奉献、勇闯市场的外贸公司经理步卫玲，默默无闻、心系铆焊的一线女职工姜红玲等各行业中的10多位先进典型进行集中宣传。拍摄了以《责任》为主题的电视专题片，重点宣扬了厂模范共产党员刘秋武的先进事迹，并在石化新闻播出。此片在全厂播出后，反响强烈，起到了示范、引路的作用。自活动以来，共悬挂宣传标语60多条，制作专题文化长廊3期，播放相关电视连续剧及专题片4部，刊（播）发专稿60多篇（条），收集专题征文130多篇。近20条先后被局工作简报、《江汉石油报》、《中国石化报》和油田新闻网采用。“爱某某、强责任、做贡献”主题实践活动的开展，使全厂干部职工的责任意识不断增强，上半年，我们打了几个漂亮仗、攻坚战。出口俄罗斯奥伦堡低温钻机在时间紧、技术难度大的情况下，参战单位和干部职工夜以继日赶工期，刷新了多项生产记录：绞车传动箱总成生产周期由15天缩短到5天；小带轮轴承座生产周期由3天缩短到8小时；主机生产周期由45天缩短到20天。伊朗、四川、青海、海洋等用户纷纷寄来感谢信，称赞我厂服务人员的敬业精神和精湛的服务水平。为拓展市场，我们先后到国内外重点市场举行5场“新产品推介会”，国内传统市场订货份额得到巩固，民营企业订货明显增加，国际市场订货稳定增长。参与修订5项国际、行标，起草、修订60多种主要产品标准，制、修订20多项管理标准，标准化体系进一步完善；全厂共获6项专利技术，230型连续油管作业机通过集团公司成果审定，达到国际先进水平；两项QC成果获国优奖；863项目完成改型设计，国家重大专项“3000型成套压裂装备”顺利通过初审；“石油钻机、修井机”、“固井压裂设备”通过“行业名牌”复审；启动“博士后科研工作站”和国家级“企业技术中心”申报；工厂蝉联中国石油石化装备行业石油钻采设备专业“五十强”（排序第三位），再度荣获“2010年中国制造业500强”。在石油机械制造业经济效益普遍下降的情况下，企业生产经营任务实现了“时间过半，完成任务硬过半”的目标。
