邮政储蓄银行经营管理模式转型的探讨
[摘要]中国邮政储蓄银行有限责任公司于2007年3月26日正式成立，从邮政储蓄转型为商业银行，关键一步已经迈出，但由于从以储蓄存款为主体的单一经营业务到多样化业务发展只有短短几年时间，因此与其它商业银行相比存在一定的差距。为了加快邮政储蓄银行向现代商业银行的转型，提高其在城乡市场的竞争力，保证其资产质量安全和促进各项业务的稳健发展，必须以科学发展观为指导，加快推进经营理念、经营模式和增长方式等一系列的转变，从而全面提升核心竞争力，立足于竞争激烈的金融行业，成为摆在我们面前十分重大而又非常紧迫的课题。

邮政储蓄银行拥有数量众多的网点优势、广阔的跨城乡地域优势、负债能力极强、有一定的基础客户，随着其业务的发展、资产规模的不断扩大，其经营管理能力也逐渐凸显和积累。但作为商业银行体系中一支新的生力军，站在新的历史起点，邮储银行必须要对自身经营模式进行重新定位通过调整经营战略，加快改革创新，优化资源配置适应外部经济金融环境的变化持续、健康地发展经营转型是指银行经营模式的转变，涵盖业务结构、客户结构、组织结构、财务结构、产品结构、管理架构以及业务流程的变革。经营转型的成功与否，业务发展的均衡性、经营结构的合理性、资产质量的健康性、资本配置的科学性和利益相关方的和谐性。经营转型的必要性拓宽居民储蓄、汇款、代收付费用等基础金融服务，公结算入手，逐步增加公司客户数量和对公存款余额，沟通城乡居民和企事业单位之间的资金流动积极配合总行开发协议存款、专项融资、银团贷款等业务发展针对城乡居民个人的质押贷款和信用贷款业务发展业务，做大代理保险、代理基金规模，开发理财产品，提高手续费收入的比重管理转型邮政储蓄风险主要集中在操作层面，属于操作风险邮储银行成立以后，风险的形态会发生很大变化，因此，管理转型的是制度建设，在风险管理，风险管理“人管人”向“制度管人”转，的运行安全和资金安全将面临信用风险、市场风险风险等多方面的风险。传统观念观念决定思路，思想理念转变是经营转型的基础传统影响，
银行业间的竞争直接体现在市场营销能力的高低上。邮储银行由于受单一经营模式影响，其整体营销能力无法与其他商业银行相比较，且金融行业竞争激烈，显然，在与他行争夺最有效益的客户群，劣势可想而知。因此，探索营销策略、完善营销组织架构，健全市场营销机制是一件刻不容缓的事。
（三）人
银行业是人才密集型行业，银行核心竞争力和生存能力的竞争归根到底是人才的竞争。由于
由于历史的、客观的原因，邮储银行在网点软硬件方面相当薄弱，与其他商业银行差距较大。也因此，邮储银行的客户多以中低端客户居多，在与其它商业银行争夺政府机构及大型国企、民营企业、中高端客户等竞争中，明显处于劣势。因此如何夯实基础建设，提升企业品牌形象和影响力显然是迫在眉睫。
（五）财务管理粗放
财务管理是一切经营和管理过程中的核心。所有的一切经营和管理活动都与财务管理息息相关，都要直接或间接地通过财务部门进行核算、反映监督和控制。可以说，财务管理是企业内部管理的中枢，直接关系到企业的生存与发展。当前，邮储银行在财务管理组织、目标管理体系、绩效考核体系、财务资源配置、管理方法和手段、调控监督力度方面还有很多薄弱环节，需要认真加以解决。
（六）风险控制薄弱
经营银行就是经营风险。邮储银行现由单一业务向多元化业务发展，特别是开展公司、信贷业务后，面临着就不单单是操作风险，而是更多样化的风险，面对商业银行安全运营的高标准、严要求，实现从储蓄资金安全管理到银行全面风险管控，就需在风险控制方面做足工夫。
四、邮储银行经营转型的对策转变念
以内控合规部门为，其他各部门为，以基层操作人员为第一道防线，以风险经理会计主管、财会监管员和法律事务员等力量的内控合规体系是要建立以授权管理为核心，，以审查审批为核心，业务报备、岗位制约等事中控制机制，以合规检查为主，尽职履责、内控评价、责任追究等为补充的事后监督机制是要不断提高经济资本管理、行业限额管理、客户风险分类、客户信用评级、内控评价等工具管理效率，着力提高科技控险水平。是要全面落实风险管控责任是要加强合规检查和各项专项检查，落实检查责任，强化整改督办，提高检查质量。
