　 2015年市政务服务中心政务公开总结

　　20XX年，市政务服务中心认真贯彻《XX省政务公开规定》，坚持以公开便民、依法行政和勤政廉政为基本要求，在规范管理、巩固成果和深化提高上加大了工作力度，有效地提高了中心政务公开工作的质量和管理水平。主要做了以下几项工作：

　　一、加强领导，健全机制

　　中心始终把政务公开作为重点工作，加大领导力度和工作力度，保证了三个到位。一是领导思想认识到位，每个班子成员充分认识到推行政务公开是实践“三个代表”重要思想，坚持立党为公、执政为民，加强党的执政能力建设的具体体现；是坚持和发展社会主义民主，建设社会主义政治文明，构建社会主义和谐社会的必然要求；是落实依法治国基本方略，推进依法行政，建设法治政府的重要举措；是建立健全惩治和预防腐败体系，形成行为规范、运转协调、公正透明、廉洁高效的行政管理体制的重要内容。政务服务中心作为全市政务公开的重要载体和有效形式，更能够充分认识其重要性，并摆上重要的议事日程，加强领导，狠抓落实。二是领导体制和工作机制到位。为建立与政务公开相适应的高效廉洁的运行机制，形成完善的政务公开制度规范，完善领导机制、工作机制、监督机制。建立了中心主要领导亲自抓、分管领导具体抓、落实专人负责的领导体制和工作机制。今年下半年由于换届涉及领导调整，我们及时调整了领导机构和工作机构，确保了政务公开工作的连续性。三是工作落实到位。中心根据新的情况和形势，不断创新工作。为确保工作落实，中心把政务公开工作作为窗口标准化建设和服务窗口考核的重要指标，对考核中反映出来的问题，要求服务窗口和窗口单位及时整改。同时，将政务公开工作纳入了建立健全教育、制度、监督并重的惩治和预防腐败体系之中，作出长远规划。

　　今年以贯彻《XX省政务公开规定》为重点，组织全体工作人员特别是新进工作人员深入学习《XX省政务公开规定》、《行政许可法》、《XX省实施行政许可规程》及市政府关于加强政务公开工作的通知，增强政务公开的主动性，提高政务公开水平。

　　三、调整项目、完善服务

　　中心成立以来坚持对项目进行动态管理，根据运行情况及经济社会发展状况调整项目。今年结合贯彻《XX省政务服务监督管理办法》，拟定新设服务窗口4个，新进服务项目31个，待市政府审定后付诸实施。通过窗口和项目调整，进一步完善了中心的服务功能，使全市绝大多数行政许可、行政审批项目在中心集中受理和办理，并得到全面、及时公开。目前，中心有21个服务窗口对全市企业和社会开展173个项目的行政审批和政务服务工作。今年1至10月，中心共受理各类证（照）办理等服务事项73037项，办结73002项，办结率99%。

　　四、突出特色，充实内容

　　政务服务中心是我市政务公开的重要阵地、对外开放的窗口。为此，中心立足实际，严格执行《政务公开目录》，依此规范政务公开的内容：一是加强了服务大厅办事项目的公开。本着便于群众办事和监督的原则将进入中心的所有服务项目按照项目名称、实施主体、法定依据、办事程序、申报材料、承诺时限和收费标准及依据等内容在触摸屏公布，方便群众查询。服务大厅便民桌上分别展示基本建设项目、技术改造项目、房地产开发项目和工商注册登记并联审批流程图，集中受理的服务项目目录，**市第一、二批取消和保留的服务项目（即市政府9号令、10号令），省政府取消的122项收费文件等等内容。国土、卫生、工商、建设、林业和劳动社保等窗口还根据自己的特色和工作需要分别制作了专门的公开栏，展示在中心大厅各显要位置。中心每个窗口同时将服务指南、项目审批所依据的法律法规、收费项目的收费许可、申请书示范文本等展示在服务柜台上面，并制作了告知单。二是丰富了网上公开内容。一方面，中心局域网数据库公开了窗口的办件情况（接件、取件和收费情况），中心的学习讲座、管理方面的规章制度和考核情况等也在上面公布，实行信息互通，资源共享。另一方面，市政府门户网站设置了行政服务内容，将纳入中心的项目分部门对外公布，在政府文告上面公布政府9号令和10号令。三是内部管理方面的公开。中心制作了工作人员形象展示栏，实行配证上岗，身份（党团员、工作部门、职务名称）公开，办件情况和考核情况也展示于服务大厅。
