　2005年，我镇的“四五”普法工作在邓小平理论的伟大旗帜下，以江泽民总书记“三个代表”重要思想为指导，全面贯彻落实依法治国方略，严格按照省、市、县关于“四五”普法依法治理工作的决策和部署，精心组织开展了“四五”普法的各项工作，取得了初步阶段性的成效，有了良好的开端，为今后全面深入开展“四五”普法奠定了扎实的基础。

　一、领导高度重视，统一部署，精心组织普法工作我镇党委、政府高度重视普法治理工作，全镇“四五”普法启动之初，党政主要领导就召集了全镇干部、职工参加的“四五”普法动员大会，对我镇“四五”普法第三年工作提出了高标准启动的要求和布署。同时，经研究决定成立“四五”普法领导小组，日常普法办公室设在司法所，镇普法办确定了六位工作人员，制定了普法工作制度。

　二、围绕镇中心工作，服务大局，做好普法宣传 1、发挥普法依法治理工作的职能作用，积极普及到今年农村“三个代表”重要思想的学教活动，找准切入点，开展依法治理活动，解决一些群众关心的热点和难点问题，增强普法工作实效。

　2、借助今年我镇农村税费改革的契机，在宣传好国家税费改革的方针、政策的同时，大力宣传好《中华人民共和国税收征收管理法》，在进村入户开展工作的同时，为农户发放普法宣传资料8000份，搞好送法进农家活动。

　3、在今年冬季村委会换届选举时，大力做好《村民委员会组织法》、《宪法》等相关法律的宣传，努力营造良好的法制氛围。

　4、借党的“十六”大召开之际，密切配合贯彻综治委工作的统一部署和安排，大力宣传国家依法治国的方略，宣传国家的宪法、民法、刑法等相关知识，提高我镇公民的法治意识和法律知识。

　5、全力搞好每年“12·4”法制宣传日活动。12月4日是法制宣传日，我镇精心组织了由县司法局、县普法办、镇司法所、历市公安分局、县交警大队参加的法律知识讲座和法律咨询活动，取得了良好的社会效应。

　6、抓好了每月一期的法制宣传栏。去年8月份开始，我镇由司法所牵头组织坚持每月都出了一期法制宣传栏，同时指导有条件的村每年至少出好4期法制宣传栏。

　二、突出重点，以点带面，全方位推进学法开展 1、突出领导干部和公务员学法。今年我镇副科级以上领导干部重点学好了《领导干部法律知识读本》一书，做到认真做好读书笔记，并在年底写出了学法心得体会文章一篇。搞好了每季度一次的法制讲座，全镇干部职工在今年学好《婚姻法》、《人民防空法》、《红十字会法》、《宪法》、《XX省环境污染防治条例》、《村民委员会组织法》等七法一条例、并做好学习笔记至少3000字以上。在今年7月份，对《XX省2005年重点普及法律辅导讲话》和《领导干部法律知识读本》两书的普法内容组织了全镇干部职工和镇属单位负责人进行了考试，总体成绩较好。同时，建立健全了学法笔记本考核和学法合格证制度。从今年下半年开始，按市、县法宣办要求，我镇建立并完善了学法笔记本和学法合格证制度，领导干部职工和镇属单位负责人以及各村负责人的考试成绩统一记录在学法合格证，并结合各人学法笔记本的检查情况写出学法评议，进一步做好学法督查工作。

　2、加强青少年学法。健全和完善了法制副校长制度，坚持送法进校活动，开展好每学期上好一堂法制课的培训工作，搞好学法竞赛的普法活动，激发青少年学法的积极性。同时，把依法治国和依德治国的宣传教育相结合，全面提高青少年的思想道德素质和法律素质。

　3、突出对个体户、企业法定代表人的学法。要加强对这类人的法治和德治相结合的宣传教育活动，弘扬勤劳致富、守法经营的美德，消除社会的不稳定因素。

　三、加大力度、务实求真、抓实“普法”工作 1、抓培训。第一是抓好了我镇领导干部职工每季集中学习法律的培训制度。从去年7月份撤乡并镇后，我镇每季度都组织一次全镇在职干部听取法制讲座，集中探讨平时业余学法心得，至今已成功举办了5期法制讲座学习班。第二是抓好了各村普法宣传员和村干部的学法培训班。去年7月份开始，我镇每半年组织了一次村干部和普法宣传员的培训班。培训内容结合了我镇农村的实际情况，重点讲解和宣传《森林法》、《婚姻法》、《民法》、《合同法》、《继承法》等与农民生产、生活密切相关的法律法规知识。

　2、抓学习。今年重点宣传和普及七法一条例，集中学好《XX省2005年重点普及法律辅导讲话》、《领导干部法律知识读本》和《中国加入WTO干部培训读本》等三本书。要通过集中学习，组织考试和考核等形式，完成好全民学法任务。

　4、抓征订。今年我镇征订了《XX省2005年重点普及法律辅导讲话》169本、《领导干部法律知识读本》15本、《中国加入WTO干部知识读本》2本，法律宣传资料1套，学法合格证169本，学法笔记本169本，全面完成了上级布置的征订任务，今年元月份至十月份用于普法的各种费用已达到了1万多元。

　5、抓好日常普法工作。结合我镇各项中心工作和各所站部门的实际工作，开展好所涉及部门的法律法规宣传教育，让群众了解与其日常生活密切相关的法律知识，激发学法的积极性，提高我镇全民法律意识。

　我镇“四五”普法工作的开展，提高了全镇公民的法律素质，积极推进依法治镇，为加快我镇经济和社会发展创造了良好的法治环境，取得了一定的成效，但离上级的要求还有一定的差距，我们在以后的工作中针对存在的不足将认真研究，逐步加以解决。
