　2002年上上半年就有近9万人投身民营营经济中，到2002年底，，我市非公有制经济注册资本本达20多亿元，个体工商户户29222户，私营企业11677户，向国家交纳税金金1.53亿元，实现社会商商品零售额18.93亿元，，经济生产总值平均增率255%以上，大大高于其他经济济的增长率。可以说近年北海海经济的快速发展与民营企业业的发展是密切相连的。目前前北海民营经济所涉足的行业业主要有商贸、制造、建筑、、种养、捕捞、交通、餐饮、、娱乐、文化、旅游88千万元。江**同志在“七七一”讲话和十六大报告中进进一步阐述民营经济的政治和和经济地位及重要作用，在这这种形势下，讨论北海民营经经济发展问题，具有重要意义义。

　民营经济济的前身是个体私营经济。清清光绪末年，北海私营商业不不下1000户，其中大中商商号40多家，从业人员80000多人。至1949年底底，全市私营工业企业17家家，个体手工业695户，行行业范围有电力、纺织、酿酒酒、玻璃、印刷、陶器、船舶舶修造和木器、农具、竹器编编织、鞋帽、车缝、五金、网网具、渔具、建筑材料等，从从业3913人，商业有1550多间资金不多的商户和11000多户小商小贩。

　1984年，北海被列为为全国沿海开放港口城市后，，市政府贯彻中央“关于国营营、集体、个人一齐上”的方方针，对个体工商业政策是““放宽发展”，内地民营企业业家到北海经营旅（馆）业、、饮食业、建筑行业开始增多多。到1990年末，个体工工业1882家，工业完成产产值5063万元，占10..01%；市区个体商业零售售额8803万元，占社会商商品零售总额26.46%；；个体饮食业零售额11777万元，占社会饮食业零售额额的69.81%。19922年末，全市个体有证商业户户5115户，从业人员59917人，分别比1979年年增长41.63倍和19..55倍。

　1995年销销售收入100万元以上的合合作经营、私营、个体工业企企业52户，产品销售收入117297.7万元，占全市市工业产品销售收入的7.111%。

　㈠产业结构不断优化。近年年来，在市委市政府的正确引引导下，民营企业注重了产业业结构调整，经营领域不断拓拓宽，逐步向高新技术产业领领域迈进，基本上形成以农业业、餐饮服务、房地产开发、、烟花炮竹、科技与信息开发发、交通运输等几大行业为主主的发展格局。据2001年年统计，从事一、二、三产业业的民营企业分别占全市企业业总数的8%、20% 、770%。

　1996年年至2001年底，全市在科科技部门登记的民营科技企业业有68家，从业人员47550人，其中科技人员18000人，资产总额十亿多元。。2001年技工贸总收入达达4亿元，税利1.3亿元。。在全市14家经认定的高新新技术企业中，从民营科技企企业发展起来的有9家，如银银河科技、国发海洋生物、南南方迈迪森、喷施宝、北生药药业、集琦方舟、启利科技、、强力化肥等。

　2001年民营经济济解决了25000人的就业业，其中安置下岗职工90880人。2003年春季人才才交流大会上，在140多个个招工单位中，民营企业超过过70%以上，提供岗位13300多个。铁山港区赤江陶陶器厂和北暮盐场承包给个体体老板后，就接收3个下岗职职工1800多人。

　二、北海民营经济发展面临临的问题和困难

　㈦民营企业主的素质急急需提高。据调查，在我市民民营经济从业人员中，初中以以上文化程度的占到60%左左右，有95%以上的个体私私营企业没有受过系统学习培培训，缺乏现代管理知识，理理财能力较差，缺乏市场竞争争力，绝大部分产品档次和技技术含量较低。由于缺乏先进进知识，许多民营企业主不懂懂得进行市场调查和分析，难难以适应市场经济的瞬息万变变。同时，民营企业技术人才才十分匮乏。私企很难得到技技术精良的工人，因为私企相相应的激励措施十分有限。
