全心全意为人民服务是党的根本宗旨，群众路线是党的生命线和根本工作路线。深入开展党的群众路线教育实践活动，对于教育引导党员干部牢固树立宗旨意识和马克思主义群众观点，切实改进工作作风，赢得人民群众信任和拥护，夯实党的执政基础，巩固党的执政地位，具有十分重大而深远的意义。“为民务实清廉”，是坚持党的群众路线的时代要求，是党心和民心所向。
为民，是群众路线的出发点和落脚点，更是新的历史方位对党提出的必然要求
群众路线，是党的根本工作路线。从其科学内涵来说，就是“从群众中来，到群众中去”的路线，出发点和落脚点都是群众。我们党的最大政治优势是密切联系群众，党执政后的最大危险是脱离群众。因此，在今天党所处的历史方位中，尤其需要恪守“为民”的根本宗旨。

以转变作风为前提做好群众工作。过去，我们的干部骑着自行车下基层，戴着草帽进农户，朴素的工作作风，平易近人的交流，群众能同干部讲真心话，群众工作富有成效。这几年，我们许多干部小车进小车出，从家门到机关门，同基层群众接触少了。而在一些群众工作做得比较好的地方，干部经常上街下乡，直接听取群众意见，甚至直接到有意见的群众那里谈心，人对人、面对面、手拉手、心连心，效果很好文章。这些情况和经验告诉我们，切实转变作风，做到群众的门走得进、群众的话听得进，是做好新形势下群众工作的前提。
以信任为纽带做好群众工作。现在，我们面临的一个大问题是许多群众对一些干部缺乏信任，这是做好群众工作的一大障碍。出现这种情况，原因很复杂，既有一些干部平时做表面文章，大话空话多，实际上没有落实，失信于民;也有个别干部言行不一，说一套做一套，致使政府公信力降低等等。因此，做好新形势下的群众工作，就在于我们的广大干部通过实实在在的做法取信于民，能够真正获得广大群众的信任、理解和支持。
以解决实际问题为基础做好群众工作。分析现阶段党群关系、干群关系中存在的问题，我们可以注意到，群众的意见和不满大部分不是针对党和政府的，而是针对一些具体做法和事情的。因此，要做好群众工作，重点是通过调查研究解决群众最关心最直接最迫切要求解决的问题。许多地方的经验证明，只要我们帮助群众解决生产生活中的实际困难，尤其是努力满足群众在就业、教育、医疗卫生、社会保障等方面的合理要求，群众就会发自内心地拥护党和政府。

我们党历来重视“三

一、要公道正派，令人信服
古人有一句话：“公生明，廉生威。”做一名合格的村党支部书记，千条万条，首要的一条是公道正派，廉洁奉公。
要坚定理想，一心为民。理想信念是总开关。不论在什么情况下，必须坚定对马克思主义的信仰，对共产主义的信念，对中国特色社会主义道路的信心。共产党员的理想信念是否坚定，很重要的一条是看宗旨观念牢不牢。作为村党支部书记，应该有强烈的公仆意识，把坚定的理想信念体现到全心全意为村民服务上，坚持农民群众的利益高于一切，尊重群众、深入群众、依靠群众，想农民所想，办农民所需。
要依法依规办事，不要以权代法。有的同志认为，农村工作就得靠硬办法，依法办事行不通。这是错误的。在法制社会里，依法依规办事，是做到公道正派的保障。市场经济是法制经济，村民自治是依法自治，不懂法律和政策，就不知道怎样发展市场经济、怎样搞好基层民主法制建设，就会横来蛮干、违法违纪。现在，农民群众的民主意识、法制观念、政策水平不断提高，凡事都要讨个说法、问个明白。如果我们不是一个懂法律、懂政策的明白人，遇事讲不出个一二三来，群众就不服气，弄不好可能还会出乱子。
要树立正气，不徇私情。“包公戏”从古唱到今，人们爱看它不是因为包公官大权重，而是因为包公是公平和正义的化身。村党支部书记如果像包公那样铁面无私，农民群众就会信任你、赞同你。农村的每项工作都可能涉及到许多人的利益，有时还牵涉到家人、亲戚和朋友。处理好这个问题，首先是要明辨是非，公就是公，私就是私，绝不能含含糊糊，更不能搞颠倒。其次是要出以公心，敢于打破情面，做到一碗水端平，不搞亲亲疏疏。
要为群众办实事，凝聚民心。办一件实事就暖一片人心，多凝聚一份力量。群众就是从一件一件实事中认识我们党的，我们党的事业就是通过为人民群众解决一个又一个困难，办一件又一件实事，不断凝聚人心，发展壮大的。农村税费改革后，党支部书记已从催粮收款等事务中解脱出来，要把更多的时间和精力放到服务农民群众，为农民群众办实事上。
二、要作风民主，不搞独断专行
要坚持民主集中制，不要搞家长制。村
党支部书记要树立集体领导的观念，运用集体的智慧和力量开展工作。不能认为自己是“一朵花”，别人都是“豆腐渣”，从而骄傲自满，把个人凌驾于党组织之上。办事要民主，有事多商量，实行决策民主化、科学化。对工程发包、财务开支、征地拆迁、宅基地审批等重大问题作决策时，要充分酝酿，由支委会、村委会集体讨论。坚持集体领导和个人分工负责相结合的制度，发挥支委的作用。完善村务公开、民主管理和村民代表会议制度，遇到重大问题，首先想到群众，听取群众意见，集思广益，民主决策。
要处理好与村委会的关系，不要包办代替。有的村党组织没有战斗力，很**度上是由于村“两委”关系不顺，经常闹矛盾。村党支部书记和村委会主任最好是“一肩挑”，这样可以减少扯皮，避免矛盾。如果两个职位是分设的，一方面，村党支部书记要带头改进领导方式，支持村委会依法行使职权，做到支持不包办，总揽不包揽。同时，村委会主任要有党的观念，自觉接受村党支部的领导。另一方面，要完善村务管理办法，做到“两委”职责明确、运作规范、关系协调。
要以理服人，不要以权压人。群众服的是理，不是权。办一件事、做一项工作，首先把道理向群众讲清楚、说明白，群众的思想就容易统一。有的同志做工作不是以理服人，而是搞强迫命令，对待群众的要求不是晓之以理，而是敷衍了事，结果干部威信降低，干群关系趋于淡陌，甚至使简单问题复杂化，本来可以避免的矛盾也有可能被激化。所以，做好群众工作，需要耐心进行疏导和引导，以理服人。
三、要懂经济，带领群众致富
发展经济，增加农民收入，是村党支部的根本任务。要完成这一任务，作为领导者、决策者的村党支部书记，必须懂经济，有经济头脑。
要按市场规律办事，提高发展经济能力。没有金刚钻，揽不了瓷器活。发展经济，光有热情不够，还要有驾驭市场经济的能力。过去，村级经济不发达，体制单一，工作只要按部就班就行了。现在，市场经济发展很快，村党支部书记必须研究市场，掌握市场经济的规律，不断提高发展经济的能力，才能带领群众发展致富。
要从本村实际出发，制定发展蓝图。要熟知本村的自然资源、地理环境、人文条件等方面的情况，学会用市场的眼光看待和利用当地的资源优势，选准突破口，因地制宜地研究制定符合村情、民情的经济发展思路。要搞好新农村的建设规划，做到有发展蓝图，有具体措施，确保农村经济社会发展的各项工作能够落到实处。
要先易后难抓发展，不断增加农民收入。让农民群众富起来，不是一天、两天可以完成的任务，需要做出长期的奋斗和努力。这就要在制定总体发展蓝图后，选准当前力所能及的阶段性目标，有先有后，先易后难，抓一件成一件，一步一个脚印地推进经济发展，逐步达到共同富裕的目的。想一口吃成个胖子，靠拍脑袋办事，脱离实际，急于求成，往往适得其反，不仅会浪费宝贵的时间和机遇，而且会造成不必要的损失，背上沉重的债务。
要千方百计增强村级集体经济实力，做到有钱办事。发展集体经济，不仅是重要的经济问题，而且是一个重大的政治问题。如果一个村没有集体经济，没钱为农民办实事，就会逐步失去农民的信任，党组织的凝聚力和战斗力就无从谈起。只有集体经济发展壮大了，不断增强服务农民的物质条件，帮助农民解决依靠一家一户无法解决的问题，农村基层党组织的核心领导作用才能建立在稳固的基础上。要从实际出发，利用当地资源进行开发性生产，兴办企业，发展特色农业，盘活集体资产，不断壮大集体经济实力。
四、要善于做群众工作，自觉接受党员群众监督
